Base Scanner Filters settings should be mirrored in Notifications

Currently Base Scanner Notifications have different settings than the ones set in the Base Scanner Module.
This makes Base Scanner Notifications largely redundant and a nuisance, constantly notifying alerts which are irrelevant to the trading setup.
The Base Scanner main Altrady Alerts should match what is set up in the Base Scanner Module. That is where the user will be selecting their trading preferences and will need notification on.
